This story's been everywhere I've turned today, so I finally figured I should mention in case you're wondering.

The company has decided to try the time-tested 'loss leader' approach to building market share. It's an approach that has been used in conventional brick-and-mortar stores for decades. The shop lures you in with a great price for an item, and hopes you'll stick around and buy more stuff.
The biggest problem I have with all the news is it isn't a bomb. It's not a dud, but surely not a bombshell. Within the US minutes of use are like e-commerce micro-transactions. They cost so little they're barely worth tracking. What Skype has done, is taken an interesting, if not overly bold, move and turn the VoIP spotlight back toward Skype. A bold move with minimal cost that put Skype back in the forefront of conversation.
